The Commonwealth of Virginia is divided into 95 counties, with 38 independent cities considered county equivalents for census purposes. Note that the map in this article, taken from the official US Census Bureau website, includes Clifton Forge and Bedford as independent cities. This reflects the political reality at the time of the 2000 census. However, both have since chosen to “return” to the city. In Virginia, the cities are equal compared to the counties, but the cities are part of the counties. For some counties, for statistical purposes, the Bureau of Economic Analysis assigns each independent city to the district to which it once belonged (before the Independent Cities Act (1871) came into effect).
Many county capitals are not politically part of the counties they serve; Under Virginia law, all incorporated townships are independent cities and do not belong to any county. Several cities in the Hampton Roads area (Virginia Beach, Chesapeake, Newport News, Hampton, and Suffolk) consist of an entire county. These cities are no longer district capitals, as districts cease to exist after cities are fully formed, but are functionally equivalent to districts.
It’s also important to note that there are several counties and cities that share the same name but are politically separate. These currently include Fairfax, Franklin, Richmond and Roanoke. In the past they also included Norfolk and Alexandria, counties that have changed their names, ostensibly to end some confusion; as well as Bedford, where a city was surrounded by a county of the same name from 1968 until 2013, when the city regained city status. Cities and counties with the same name can be completely independent of each other geographically. For example, Richmond County is nowhere near the city of Richmond, and Franklin County is even further away than Franklin City.
