City constitutional charter
Article VI, Section 20 of the Missouri Constitution provides that charter cities may permit proactive bylaw changes and may also use a proactive ordinance process. The charters of the eight most populous cities (Kansas City, St. Louis, Springfield, Independence, Columbia, Lee’s Summit, St. Joseph, and St. Charles) all authorize the initiative. Signature requirements and filing deadlines vary by charter.

Third-class cities with a commission or form of government administered by a board of directors have an ordinance initiative process provided for by state law, Section 78.200 of the Missouri Amendment of Commissions and § 78.573 for the board administrator. The main difference between the two statutes is the required signature quota. A Missouri court recently questioned whether Section 78.573 required a city ordinance that facilitates citizenship, but was unable to resolve the matter.[6]
Tier 3 cities with mayor-council and mayor-administrator-council government do not receive initiative rights under state law.
