“Small businesses are the backbone of Virginia’s economy and the foundation of our communities,” former Gov. Ralph Northam said Jan. 13, two days before leaving office. “These grants will provide the support our businesses need to meet the challenges of the pandemic.”

The Virginia Department of Housing and Community Development created the Small Business Grant Fund to help Virginia-based Community Development Financial Institutions (CDFIs) build capacity and strengthen their economies in suffering communities across the Commonwealth.

The General Assembly last year allocated $10 million to create a fund that provides funding for CDFIs, community development companies, or other organizations whose primary purpose is to fund small businesses in Virginia. CDFIs are private financial institutions certified by the US Treasury Department to provide affordable, responsible financing to previously unbankable and bankers, small businesses and the community.

“Access to capital remains a challenge for small businesses during the COVID-19 pandemic,” said former Virginia Secretary of Commerce Brian Ball. “This grant will help meet needs and provide services to underserved businesses to grow in can thrive in their communities.”

The following projects are for businesses in Northern Virginia or statewide:

Municipal economic partnerships:$700,000 focused on Northern Virginia.

Headquartered in Springfield, the Community Business Partnership will expand its target market into the greater Northern Virginia area and diversify its financial products and services through a revolving credit fund. CBP will strengthen its capacity to support its target markets, including small businesses, women, immigrants and minority owners, particularly home-based entrepreneurs, through business consulting and curriculum in multiple languages ​​spoken in the Northern Virginia business area.

The funds will be used to increase CBP’s lending capacity and a loan loss provision to support lending. CBP will use the financing to secure future loans and provide technical financing to serve more than 150 borrowers.

Fairfax County and Northern Virginia are the region’s major economic engines. And we believe that access to capital for struggling small and emerging businesses is an important part of keeping our economy vibrant and diverse,” said Mark Scarano, Director CEO of the Community Business Partnership. “These funds will enable CBP to provide credit at reasonable interest rates and provide quality financial advice to small businesses. It will help us achieve our ultimate goal of making every customer creditworthy for larger loans than traditional lenders. ”

Latino Economic Development Center:$955,820 focused on Fairfax County.

The Latino Economic Development Corporation (LEDC) will conduct a market study to determine small business financing needs and the target market in Fairfax County. Once market validation is complete, LEDC will hire technical support and temporary staff to provide comprehensive, culturally and linguistically qualified technical support to the target market, expand the project, hedge credit risk and establish a revolving credit fund to support 45 to 60 low to Latinos middle-income and/or other underserved small businesses in Fairfax County.

ECDC Business Development Team:$1,500,000 is concentrated in Arlington County and the cities of Alexandria, Fairfax and Manassas.

The Business Development Team will provide pre- and post-lending technical assistance focused on helping underserved communities, immigrant communities and entrepreneurs of color who have been disproportionately impacted by the economic impact of the COVID-19 pandemic. EDG will use loan funds for microcredit and help 54 companies to get capital.

Other statewide grants include:

Virginia Community Capital Economic Equity Fund 2022:
$1,500,000

Capital of the Virginia parish(VCC) will expand the Economic Equity Fund (EEF) initiative to provide low-cost funding to small, women- and minority-owned businesses across Virginia that have been disproportionately impacted by COVID-19. The funding will help VCC support 15 or more companies, expand credit exposure and build internal capacity by hiring a dedicated technical support provider for EDF customers and borrowers.

Expanding Food and Agricultural Lending to Small and Small Businesses in Virginia:$555,000

food capitalwill expand micro and small business lending to Virginia farms and food companies in underserved regions and fund operations that are often underfunded, including land acquisition, food system infrastructure and food retail development. This project will help revitalize and boost local post-COVID-19 food systems to ensure long-term food security. The financing serves to protect against credit risks, the capital for micro and small loans as well as operational support for employees. This project will help 74 food businesses across the Commonwealth.

Fairfax Southeast Development Corporation, the Fairfax County government and partner organizations have created a business directory to help residents know which businesses along the Richmond Freeway corridor are open during the pandemic and how they can support local businesses, whether or not they are open or not.
