MEANING AND ORIGIN

 

The phrase a jigsaw puzzle shrouded in (a) mystery within a mystery and its variations (like its short form) denotes a person, event, situation, etc. that is difficult to understand.

The phrase was coined by British statesman Winston Churchill (1874-1965), then First Lord of the Admiralty, in a radio address on Sunday 1 October 1939 in which he analyzed the events of the first month of the Second World. War.

 

HISTORICAL BACKGROUND

On Wednesday, August 23, 1939, the Union of Soviet Socialist Republics (USSR – led by Joseph Stalin1) and Germany (led by Adolf Hitler2) signed a non-aggression pact. They pledged themselves not to attack each other in an agreement and divided up Eastern Europe between themselves. As a result, German troops invaded Poland on Friday September 1, 1939, leading to World War II.

PHRASE ONLY IN WINSTON CHURCHILL’S SPEECH

 

Here is a passage from Churchill’s speech in which he used the phrase – as published in The Scotsman (Edinburgh, Midlothian, Scotland) on Monday 2 October 1939:

What is the second event of this first month? It is, of course, an affirmation of Russia’s power.
Russia has pursued a policy of cold self-interest. We might have wished that the Russian army had stood on its current front line as a friend and ally of Poland, rather than as an aggressor.
But the fact that Russian troops were on this front was clearly necessary for Russia’s security from the Nazi threat. In any case, the line was still there and an eastern front was formed, which the Nazis dared not attack.
When Herr von Ribbentrop was summoned to Moscow last week, he was supposed to state and accept the reality that Nazi plans regarding the Baltic States and Ukraine were bound to come to a dead end.
I cannot predict the actions of Russia for you. It’s a mystery wrapped in a mystery within a mystery, but maybe there’s a key. The key to this is Russia’s national interest.
The Nazis cannot rival Russia’s interests or security and should either stand on the shores of the Black Sea or conquer the Balkans and subjugate the Slavic peoples of south-eastern Europe. That would contradict Russia’s historical interests.

 

CHURCHILL’S LEVEL IS GREATLY APPRECIATED

The first Lord of the Admiralty made no attempt to don the cloak of prophecy. In Russia’s intervention in Poland and its advances he sees “an enigma shrouded in mystery within mystery” – a true Churchillian expression – and the key to which he has a clue is only a certainty about which there are many uncertainties.

Both a riddle shrouded in a mystery within a mystery and a puzzle shrouded in a mystery within a mystery even appeared in the Edmonton Magazine (Edmonton, Alberta, Canada) on Monday October 2, 1939 .

Very soon, various false quotes began to appear. The following example is from the Daily News Magazine (Murfreesboro, Tennessee, USA) on Monday October 2, 1939:

Nobody knows what Russia is doing. Winston Churchill called it “a riddle within a mystery shrouded in mystery”.

This erroneous quote is from Russia Still Is Mystery Land by Clarence Ousley, published in the Fort Worth Star-Telegram (Fort Worth, Texas, USA) on Sunday October 22, 1939:

Russia, which Winston Churchill aptly described as “a riddle within a mystery shrouded in mystery”.

 

EARLIEST USES TRANSFERRED

 

The use of the phrase “transferred” (referring to “future developments in Europe”) appeared as early as Tuesday, October 3, 1939 in “Riddle Wrapped in Mystery,” an editorial published in the State Times Advocate (Baton Rouge , Louisiana, USA) ):

The master of the word, Winston Churchill, cited uncertainty about Russia’s next move, calling it an “enigmatic riddle within a mystery.”

Since Russia is “an enigma shrouded in mystery,” we in the western hemisphere can remember that all of Europe is now a mystery. In this writing, Turkey is a particular mystery. Ankara may lean towards Britain and France. But the effect could draw the capital’s attention to Moscow, especially now that Soviet Russia is already established. And in any joint European conflict, Turkey’s stance is of great strategic importance, given its ability to effectively control the Dardanelles.
There are other mysteries that are keeping Europe and the world in the dark right now. It is not certain that the new friendship between Herr Hitler and dictator Stalin will last. A conflict of temperament can harm the apple car. There is no firm prognosis for Italy. Despite the diplomatic visits, Italy seems to be thinking high these days. There are problems in the Balkans and problems in all the smaller countries trying their best to remain neutral.
Despite all the discussions beyond the seas, the future developments in Europe are almost a “puzzling riddle within a riddle”. This mystery is particularly difficult for our Western minds to comprehend. Sure, it’s so deep that we’d do well to avoid it.

I have found very early occurrences of the expression being used regardless of the historical context in which it is set; it’s from Star-Spangled Jean Guessed Right!. by David Banks’ at Park Avenue and New London, Conn. ‘, who recently divorced her second husband, British counterpart Henry Pelham-Clinton-Hope, Duke of Newcastle-under-Lyme:

When Jean married her first husband, Jules R. Gimbernat, Jr., a wealthy New York club owner, on August 27, 1937, their future was “an enigma shrouded in a mystery within a mystery!”

The earliest occurrence of a shortened form of the phrase that I have found is from The Winona Republican-Herald (Winona, Minnesota, USA) on Wednesday June 26, 1940:
