France has some of the strictest cannabis laws in Europe – it’s been illegal in the country since 1970, the state does not allow medicinal use and there is no legal distinction between personal use and commercial use like in some countries.
However, France has the highest reported cannabis use in Europe. From 2015 to 2017,according to statsJust over 11% of the French population said they had used cannabis in the past year, the highest level of any European country. The use of cannabis in France dates back to Napoleon’s 1798 campaign in Egypt, when his army turned to cannabis instead due to a lack of alcohol. Despite Napoleon banning the drug, cannabis is growing in popularity.
The issue of legalizing cannabis is making a comeback in France, according to a new survey byLe Parisien, polled French mayors across Paris and found that – even in Republican areas – 50% of Parisian leaders said they were in favor of ending pesticide addiction (only 22% opposed, while 28% said they needed more information). Research experts told the newspaper that this also aligns with public opinion, according to recent polls.
Attitudes towards cannabis in France have relaxed in recent years. President Emmanuel Macron introduced on-the-spot fines in 2018, where police can fine users up to 200 euros ($242), although this is not yet considered anonymous and judges can impose harsh penalties at their discretion.
It brought France closer to other countries, especially its neighbors like Germany and Italy, and reduced the need for the French to cross the border to take drugs. InIn Belgium, Luxembourg and Switzerland, people are allowed to use cannabis for pleasure without fear of retribution.

So while the political stance seems to have softened, the culture and the economy have changed as well.Many shops are openlast year in major French cities where a certain type of legal cannabis was sold.
Typically, marijuana contains more than 113 different drugs, but it is THC (tetrahydrocannabinol) that is responsible for the psychoactive or mind-altering effects. Many dealers sell cannabis with THC levels between 10-15%.
Retailers have recently started exploiting a loophole in French law to sell cannabis with THC levels below the legal limit of 0.2 percent. To comply with the law, retailers do not advocate smoking but instead use it to make tea. The French can now buy medicines at the till and receive a receipt.
And especially in October 2020,the government gave away firstfor a medical marijuana testing program – its supporters hope that France could become the 23rd European country to allow the medical use of cannabis. The study will follow 3,000 patients over a period of two years.
The mayors are selected to ask for de-anonymizationLe Parisienfrom nine areas around Paris and Oise “have been identified as particularly vulnerable to drug trafficking”.According to The LocalFrance has 3,952 identified drug dealers – and 1,029, or more than a quarter – in those suburbs. Mayors who support marijuana legalization believe the end result will be less power for drug lords and more power in the hands of the state.
